The Enforcement Directorate -ED has filed a charge sheet against former Haryana CM Bhupinder Hooda in addition to 21 others in the Panchkula land scam case. The names of 4 retired IAS officers are also included in this charge sheet. The case is about the allocation of 14 industrial plots worth Rs 30 crore. It is alleged that in 2013, these plots were allotted to those close to Hooda.
The ED started an investigation by Haryana Vigilance Bureau in 2015 on the basis of an FIR. After the FIR, the case was transferred to the Central Bureau of Investigation (CBI) in 2016. The CBI registered a case under sections 120-B, 201, 204, 409, 420, 467, 468, 471 of the IPC.
Investigation revealed that Hooda and 4 retired IAS officers were wrongly allotted land as Hooda Haryana Urban Development Authority (HUDA) post. The names of these four officers are Dharampal Singh Nagal (Former Chief Administrator, HUDA), Surjit Singh (Former Administrator, HUDA), Subhash Chandra Kansal (Former Chief Financial Controller of HUDA) and Narendra Singh Solanki (Former Zonal Administrator of HUDA, Faridabad) .
Investigations conducted by the agency revealed that the price fixed for the allocation of land was kept 4-5 times the circle rate and 7-8 times the market rate. The ED said that the criteria for allocation were changed 18 days after the last date of application. The ED further stated that the entire process itself was a mistake.
